Five tests of a truly First World people

Prof Tommy Koh from the NUS Faculty of Law and Rector of Tembusu College at NUS University Town opined that Singaporeans live in a first world city but have some very bad habits; and in order to become first world people, they have to stop littering, be considerate and remember their basic manners.
