The middle-level and China's challenges in implementing government policies

Prof Zheng Yongnian, Director of the East Asian Institute at NUS, discussed the challenges that China faces today in implementing the reforms that are formulated at its top levels, and opined that this leads to a risk of unintended consequences that may work against the reforms.
