Time China, India created own anti-graft indices

Prof Asit K Biswas and Mr Kris Hartley from the Lee Kuan Yew School of Public Policy at NUS noted that the issue behind the discrepancy between improved anti-corruption efforts and low performance in certain corruption indices is not how corruption is defined, but how it is detected, measured, and prosecuted.
