HDB should apply its own occupancy rules to rental housing

Asst Prof Ng Kok Hoe of the Lee Kuan Yew School of Public Policy at NUS and Dr Neo Yu Wei from the Social Service Research Centre at NUS discussed the recently announced occupancy caps by HDB for flats rented out in the open market. They shared findings from their research and opined that occupancy guidelines which can protect tenants from overcrowded housing conditions should be applied consistently across all housing types, including public rental housing let by the HDB to low-income households.
