What made Singapore tick: Soft options and hard rules

Distinguished Visiting Professor Asit K. Biswas from the Lee Kuan Yew School of Public Policy at NUS, and Dr Cecilia Tortajada, Senior Research Fellow at the School’s Institute of Water Policy, noted that for Singapore to achieve a remarkable progress – to go from Third World to the top of the world in such a short period, it went for 'soft' options like changing mindsets and hard rules, such as the Land Acquisition Act and congestion pricing.
