Who gets to call the shots in space?

Prof C. Raja Mohan, Director of the Institute of South Asian Studies at NUS observed that a series of recent developments have underlined the urgency and difficulty of writing new rules for governing outer space. He opined that credible space-faring capabilities is a precondition for those who want to shape the new rules of outer space.
