Balance of power key for regional peace: Vivian Balakrishnan

Speaking at the Japan-Singapore Symposium organised by Japan's Institute of International Affairs and Institute of Policy Studies at NUS, Minister for Foreign Affairs Dr Vivian Balakrishnan said that recent developments in the South China Sea have created tensions, but confrontation is not inevitable - provided a balance of power can be kept among major nations of the region.
