CPC has no legs in the mass line in Hong Kong

Dr Guo Liangping of the East Asian Institute at NUS noted that under the constraints of the “one country, two systems”, it was impossible for the Communist Party of China to implement the pro-people policy in Hong Kong, which was widely implemented in the mainland.
