Reform of cadre system and local governance in China

Prof Zheng Yongnian, Director of the East Asian Institute at NUS, outlined some suggestions on improving local governance in China, such as identifying a clear progression pathway for local cadres and being open and transparent when recruiting them. He opined that poor local governance can lead to major uprisings and this is an issue that the Chinese government must take seriously.
