Excellence in public service

As part of this year’s National Day Awards, NUS Trustee Mr Phillip Tan Eng Seong was presented with the Meritorious Service Medal, while Professor Heng Chye Kiang from NUS Architecture and Associate Professor Yu Shi Ming from NUS Real Estate were presented with Public Service Star.

Mr Tan has been a valued member of the NUS Board of Trustees since 2008. A Certified Public Accountant, Mr Tan has more than 30 years of audit and financial advisory services experience, with a number of large listed companies on his client list. He has also been involved in the listing of several large companies locally. Currently, Mr Tan is Director at EQ Insurance Company Ltd as well as Chairman of Mount Alvernia Hospital. Actively involved in community service, he is also Vice President of the National Council of Social Service; Chairman of Community Chest; as well as Audit Committee Chair for the Foundation of Rotary Clubs (Singapore) Ltd.

Mr Tan, a Justice of Peace, was awarded the Public Service Star (Bar) by the Singapore Government during the National Day Awards in 2007.

Prof Heng has been conferred the Public Service Star for his outstanding contributions to the nation. Having worn many hats, Prof Heng was Dean of NUS Design and Environment from 2007 to 2016. He was also the Research Cluster Leader of the Asian Cities Cluster at Asia Research Institute, and has served as a design consultant for a number of international urban design competitions, such as the Shenzhen Longgang International Urban Planning/Design Competition.

Prof Heng was presented with the Long Service Medal in 2014, as well as the Public Administration Medal (Silver) and Public Service Medal in 2011.

Assoc Prof Yu was presented with the Public Service Star for his distinctive contributions to Singapore. Formerly the Vice-Dean of NUS Design and Environment from 2000 to 2007, the Colombo Plan Scholar joined NUS in 1981 and has extensive experience in teaching, research and consultancy. His research has been published in leading real estate journals including Journal of Property Investment & Finance.

Currently a board member of the Asian Real Estate Society, Assoc Prof Yu has been a member of the Royal Institution of Chartered Surveyors Asian Education Standards Board since 2012. He was honoured with the Public Service Medal in 2002.

Mr Janadas Devan, Director, Institute of Policy Studies at Lee Kuan Yew School of Public Policy at NUS, was among the recipients of the Public Administration Medal (Gold). Mr Devan is also Chief of Government Communications, Ministry of Communications and Information; as well as Deputy Secretary, Prime Minister's Office.

Professor Artur Konrad Ekert, Director, Centre for Quantum Technologies and Centennial Professor, NUS Physics; Mr Tommy Hor Tze Man, Chief Information Technology Officer, NUS Information Technology; and NUS Dentistry Associate Professor and National University Hospital Senior Consultant Grace Ong Hui Lian were presented with the Public Administration Medal (Silver).

Dr Helen Chai, Deputy Director, NUS Business School; Mr Lawrence Chai Kwan Heng, Director, NUS Corporate Relations; Professor Ho Khek Yu, Vice-Dean, Yong Loo Lin School of Medicine; and Professor Lee Jim Yang, NUS Chemical & Biomolecular Engineering received the Public Administration Medal (Bronze).
