300 to 400 HDB flats reach maximum quota for permanent residents; Chinese prefer central and west while Indians congregate in Sengkang and Punggol

A study led by Dr Leong Chan-Hoong, Head of the Institute of Policy Studies Social Lab at NUS, found that of the 8,700 flats in Singapore, 4.29 per cent have reached the maximum quota for permanent residents.
